Abstract

The coastal area of Sukajaya Lempasing Village in Lampung Province faces environmental pressures such as marine debris accumulation and increasing use of coastal space, while at the same time serving as a livelihood base for local communities through fisheries and coastal tourism. This study aims to analyse coastal area management and governance in the village using the Integrated Coastal Management (ICM) approach, which integrates ecological, socio-economic, institutional, and stakeholder participation dimensions. A qualitative descriptive approach was employed through field observation, in-depth interviews with village government officials, fishers, tourism business actors, and community leaders, as well as analysis of relevant policy documents. Data were analysed using the interactive model of Miles, Huberman, and Saldaña, comprising data reduction, data display, and conclusion drawing, supported by source and technique triangulation to ensure credibility. The findings show that Sukajaya Lempasing Village has several basic conditions that support ICM implementation, including village regulations related to coastal areas, deliberative decision-making mechanisms, relatively preserved ecological conditions, and a multisector livelihood structure. However, coastal management still faces challenges such as regulations that are not yet comprehensive, community participation that is not institutionalised on a continuous basis, limited structured ecosystem-based conservation programmes, and suboptimal cross-sectoral and cross-level coordination. The study concludes that strengthening regulatory frameworks, stakeholder participation, conservation efforts, and coordination mechanisms is crucial to achieving more integrated and sustainable coastal management in Sukajaya Lempasing Village.
