Abstract

Work discipline is an important asset that must be possessed by Civil Servants as it involves providing service to the public. This research focuses on human resource management with a focus on how the discipline of Civil Servants in the BALITBANGDA of Lampung Province before and after the change in disciplinary regulations determined by the government regulations. The study was analyzed using the theory of discipline according to Singodimedjo, using a qualitative approach and collecting data through observation, interviews, and documentation. The data analysis technique in this research is data reduction, data presentation, and conclusion drawing. The results of the research show that employee discipline has not changed much. Although the current discipline regulations are stricter, their implementation in the BALITBANGDA of Lampung Province is still not optimal. There are 3 factors that have been identified as low in enforcing discipline, namely compensation that is considered insufficient, uneven dissemination of changes in regulations, and a lack of disciplinary punishment rules for working hours, and leaders who are not brave in making decisions. The suggestion from this research is for the BALITBANGDA of Lampung Province leadership to take the initiative to make stricter regulations on punishment or sanctions for employees who violate working hour regulations.
