Implementasi Kebijakan Electronic Kinerja (E-Kinerja) Pegawai Aparatur Sipil Negara (Asn) Pada Badan Penelitian Dan Pengembangan Daerah Provinsi Lampung
Abstract
The performance of the State Civil Apparatus (ASN) is a measure of the success of the government in carrying out its programs and the quality of public services it provides. In an effort to achieve measurability of ASN performance, the State Civil Service Agency implements an electronic-based performance assessment (e-performance) with the issuance of Presidential Regulation No. 95 of 2018 concerning electronic-based systems. The performance electronic policy serves to monitor the activities of employees during working hours, whether the employee is carrying out activities or not. This will be known by the inspection team of employee work reports which are carried out every year, every month, every week and even every day.
The implementation of e-performance is one of the steps and processes for improving performance for employees within the government of Bandar Lampung City for the better. This e-performance policy is then implemented so that employees are indirectly more responsible for their respective duties and work without having to receive orders from superiors. Based on data analysis in this study, the application of e-performance at the Regional Research and Development Agency (Balitbangda) of Lampung Province has been going well because only a few employees cannot use e-performance so that in Balitbangda itself there are assistant operators in filling out e-performance.
