Abstract

Human resource development is the process of preparing an individual to assume different responsibilities in a work unit or organization. The implementation of human resource development at the Metro City One-Stop Investment and Integrated Services Service is based on the lack of available human resources, the number of employees in DPMPTSP Metro City is 36 people, and based on the Employee Needs Planning Document there are still 23 positions that are experiencing vacancies. In responding to this condition DPMPTSP Metro City implemented a human resource development strategy as one of the keys to increasing the capacity and quality of human resources. This study aims to determine the implementation of human resource development in DPMPTSP Metro City and identify related inhibiting factors in the implementation of human resource development in DPMPTSP Metro City. This research is a qualitative descriptive study by looking at the processes and results of implementing human resource development, then it is analyzed using indicators of successful human resource development in accordance with PermenPan-RB Number 10 of 2019 which consists of capacity building and knowledge transfer.
The results of this study indicate that the implementation of human resource development as an effort to develop the Integrity Zone at DPMPTSP Metro City can be said to be quite successful with the process of implementing capacity building through the recruitment of prospective employees and the process of sharing knowledge (knowledge transfer) as an effort to develop employee competence through training, training and BimTek activities. The inhibiting factors in the implementation of human resource development are the still passive DPMPTSP Kota Metro in supporting competency development activities for employees, and the lack of budget owned by DPMPTSP Kota Metro to cover all activities including human resource development activities.
