These issues may undermine food availability and hinder the development of a sustainable food system. This study aims to analyze AGRIHUB AI as a community-driven smart food ecosystem that integrates artificial intelligence, predictive data analytics, and community participation to strengthen national food security. The research employs a qualitative descriptive approach through literature review and conceptual analysis of technology-based food system development. The findings indicate that AGRIHUB AI is structured around three integrated components: Production Intelligence, Simulation System, and Food Marketplace & Distribution. The platform is supported by an AI-Based Predictive Food Governance approach that enhances data-driven decision-making and a Pentahelix collaboration model involving government, academia, business actors, society, and media. Furthermore, the SWOT analysis reveals substantial opportunities for implementation through digital literacy enhancement, data governance improvement, and phased deployment using pilot projects. Conceptually, AGRIHUB AI has the potential to reduce food loss and food waste, improve distribution efficiency, strengthen urban farming initiatives, and support the four pillars of food security defined by the Food and Agriculture Organization (FAO): availability, access, utilization, and stability. Therefore, AGRIHUB AI may serve as a strategic digital innovation model for developing a more inclusive, adaptive, and sustainable national food system.
Clarisya Bunga Kristi, Carrisa Hepy Maharani, Fharastika Anggunan Muli, Kholifatul Munawaroh ##submission.copyrightStatement## https://administrativa.fisip.unila.ac.id/index.php/1/article/view/389 Fri, 29 May 2026 00:00:00 +0000 Smart Tourism In The Development Of Sustainable Tourism In Indonesia: A Systematic Literature Review https://administrativa.fisip.unila.ac.id/index.php/1/article/view/397
This study aims to analyze the role of smart tourism in enhancing the competitiveness and sustainability of tourism destinations in Indonesia's digital era. Employing a Systematic Literature Review (SLR) approach based on the Kitchenham (2004) framework and PRISMA guidelines, this research systematically identified, screened, and analyzed 35 final articles sourced from Google Scholar via the Harzing Publish or Perish (PoP) application, covering publications from 2021 to 2026. The findings reveal that smart tourism implementation in Indonesia encompasses three primary dimensions: digital technology and infrastructure, destination governance, and tourist experience. AI and WebGIS technologies dominate implementation (33%), followed by application digitalization (28%), e-tourism and social media (22%), and IoT-based support systems (17%). The main inhibiting factors include uneven digital infrastructure, low digital literacy among tourism actors, and fragmented regulation and coordination. Conversely, the supporting factors consist of government policy, technological development, stakeholder collaboration, and digital innovation by start-ups. Overall, smart tourism plays a strategic role in realizing inclusive and sustainable tourism in Indonesia, with its success contingent upon synergistic efforts to overcome barriers and optimize enabling factors toward the vision of Indonesia Emas 2045.
Aqila Mufida Safitri, Ani Agus Puspawati ##submission.copyrightStatement## https://administrativa.fisip.unila.ac.id/index.php/1/article/view/397 Fri, 29 May 2026 00:00:00 +0000 THE ROLE OF THE TRANSPORTATION AGENCY OF BANDAR LAMPUNG CITY IN IMPLEMENTING TRAFFIC SAFETY SUPERVISION FOR ROAD USERS (A STUDY AT THE TRANSPORTATION AGENCY OFBANDAR LAMPUNG CITY) https://administrativa.fisip.unila.ac.id/index.php/1/article/view/392
This study aims to examine the role of the Transportation Agency of BandarLampung City in supervising traffic safety and to identify the supporting andinhibiting factors. At the same time, ASEAN economic integration has created broader opportunities for intra-regional trade, including the expansion of Indonesia’s maritime exports to the Philippines, one of the most promising markets in Southeast Asia. This study aims to analyze the implementation of Indonesia’s blue economy policy in strengthening maritime product exports to the Philippines within the framework of ASEAN economic integration. The research employs a qualitative approach through literature review and document analysis of government policies, trade reports, publications from international organizations, and relevant academic literature. The findings indicate that the implementation of the blue economy contributes to enhancing the competitiveness of maritime products through sustainable marine resource management, downstream industry development, and value-added processing of fisheries and marine commodities. Furthermore, ASEAN economic integration provides opportunities through improved trade connectivity, regulatory harmonization, and the development of regional supply chains that facilitate Indonesia’s access to the Philippine market. Nevertheless, several challenges remain, including non-tariff barriers, increasingly stringent sustainability standards, and limitations in maritime logistics infrastructure. The study concludes that the synergy between Indonesia’s blue economy policy and ASEAN economic integration can serve as an effective strategy for strengthening maritime exports to the Philippines while simultaneously promoting sustainable economic development.
Rara Gusnita Putri, Simon Sumanjoyo Hutagalung, Irsyaad Suharyadi ##submission.copyrightStatement## https://administrativa.fisip.unila.ac.id/index.php/1/article/view/398 Fri, 29 May 2026 00:00:00 +0000 Evaluation of the Management of Basic Education Data (DAPODIK) for Early Childhood Education (PAUD) as a Public Data Infrastructure in Bandar Lampung City https://administrativa.fisip.unila.ac.id/index.php/1/article/view/401
This study discusses the evaluation of the management of Early Childhood Education
Data (Dapodik PAUD) as a public data infrastructure in Bandar Lampung City. This condition is reflected in the contrast between SMP Negeri 2 Bandar Lampung, which experiences high applicant interest, and SMP Negeri 45 Bandar Lampung, which remains under-enrolled despite having available capacity. This study aims to evaluate the implementation of the SPMB policy in Bandar Lampung City and to identify the supporting and inhibiting factors affecting its success. This research uses a descriptive qualitative approach through interviews, observation, and documentation. The data were analyzed using Stufflebeam's CIPP evaluation model consisting of context, input, process, and product evaluation. The findings show that, in the context aspect, SPMB emerged as a corrective policy to address disparities in the previous admission system, yet geographical boundaries and domicile administration still affect access, especially in border areas. In the input aspect, institutional reputation, facilities, human resources, and digital readiness shape school attractiveness and policy implementation. In the process aspect, online registration and verification have supported transparency, but server disruptions, invalid documents, and unequal digital literacy remain obstacles. In the product aspect, SPMB has improved access through domicile and affirmation pathways, but equal distribution of students between schools has not been fully achieved. Therefore, SPMB requires stronger socialization, more reliable digital infrastructure, equalization of school facilities, and special policy arrangements for border-area schools.
Sukma Maulana, Eko Budi Sulistio, Dian Kagungan ##submission.copyrightStatement## https://administrativa.fisip.unila.ac.id/index.php/1/article/view/403 Fri, 29 May 2026 00:00:00 +0000 EFFECTIVENESS OF THE TRADITIONAL BIDAR BOAT FESTIVAL IN DEVELOPING MUSI RIVER TOURISM IN PALEMBANG CITY https://administrativa.fisip.unila.ac.id/index.php/1/article/view/369
Abstract This study aims to analyze the effectiveness of the Traditional Bidar Boat Festival in the development of tourism along the Musi River by the Palembang City Tourism Office. This festival is a strategic initiative for cultural preservation and tourism promotion in Palembang City. This research uses a descriptive qualitative method with data collection techniques including interviews, observations, and documentation. The study applies Sutrisno’s (2007) effectiveness indicators: program understanding, right on target, timeliness, achievement of objectives, and tangible change. The results indicate that the festival is effective in strengthening local cultural identity, increasing tourist visits, and boosting the local economy, particularly for MSMEs. However, challenges such as engaging the younger generation and optimizing digital promotion strategies remain. This study recommends cross-sectoral collaboration and innovation in programming to enhance the attractiveness and sustainability of the festival as a cultural tourism icon.
riza adelia suryani, Ario Pradiska ##submission.copyrightStatement## https://administrativa.fisip.unila.ac.id/index.php/1/article/view/369 Fri, 29 May 2026 00:00:00 +0000 Investasi Asing Langsung dan Ketimpangan Pendapatan di Indonesia (2015–2023): Implikasi bagi Kebijakan Pembangunan Inklusif https://administrativa.fisip.unila.ac.id/index.php/1/article/view/409
Foreign direct investment (FDI) is widely promoted as an engine of development and is often expected to reduce income inequality through trickle-down effects, yet empirical evidence remains contested. Indonesia has actively liberalized its investment regime while income inequality has persisted at a moderate level. This study examines whether FDI inflows are associated with income inequality, measured by the Gini index, in Indonesia during 2015–2023, and draws implications for inclusive development policy. Using a quantitative panel approach, this study analyzes a balanced provincial panel of 34 Indonesian provinces over 2015–2023 (306 observations), combining the provincial Gini ratio from Statistics Indonesia (BPS) with realized foreign direct investment (FDI) by province. Panel regression was estimated and the appropriate specification selected through Chow, Hausman, and Lagrange Multiplier tests, which favored a random-effects model on log-transformed FDI. The analysis finds no statistically significant relationship between FDI and the Gini ratio (β = −0.001; p = 0.44; and R² < 0.01). A fixed-effects robustness check on the level specification yields only a small and economically negligible association. These results indicate that variation in provincial inequality is not meaningfully explained by FDI inflows over the observed period. This suggests that attracting foreign capital, by itself, does not translate into more equitable income distribution, partly because FDI in Indonesia has concentrated in capital-intensive sectors with limited labor absorption and uneven geographic distribution. The study concludes that FDI is not a primary determinant of distributional outcomes. Inequality reduction instead depends on deliberate public policy and development administration, including sectoral targeting, workforce skill development, local economic linkages, and fiscal redistribution toward lagging regions. These findings underscore the continued centrality of the state and inclusive policy design in translating investment into equitable development.
Regiana Revilia, Aldo Rizky Rahmanda ##submission.copyrightStatement## https://administrativa.fisip.unila.ac.id/index.php/1/article/view/409 Fri, 29 May 2026 00:00:00 +0000 Analisis Tata Kelola Wilayah Pesisir dalam Perspektif Integrated Coastal Management: Peran Collaborative Governance di Desa Sukajaya Lempasing https://administrativa.fisip.unila.ac.id/index.php/1/article/view/414
The coastal area of Sukajaya Lempasing Village in Lampung Province faces environmental pressures such as marine debris accumulation and increasing use of coastal space, while at the same time serving as a livelihood base for local communities through fisheries and coastal tourism. This study aims to analyse coastal area management and governance in the village using the Integrated Coastal Management (ICM) approach, which integrates ecological, socio-economic, institutional, and stakeholder participation dimensions. A qualitative descriptive approach was employed through field observation, in-depth interviews with village government officials, fishers, tourism business actors, and community leaders, as well as analysis of relevant policy documents. Data were analysed using the interactive model of Miles, Huberman, and Saldaña, comprising data reduction, data display, and conclusion drawing, supported by source and technique triangulation to ensure credibility. The findings show that Sukajaya Lempasing Village has several basic conditions that support ICM implementation, including village regulations related to coastal areas, deliberative decision-making mechanisms, relatively preserved ecological conditions, and a multisector livelihood structure. However, coastal management still faces challenges such as regulations that are not yet comprehensive, community participation that is not institutionalised on a continuous basis, limited structured ecosystem-based conservation programmes, and suboptimal cross-sectoral and cross-level coordination. The study concludes that strengthening regulatory frameworks, stakeholder participation, conservation efforts, and coordination mechanisms is crucial to achieving more integrated and sustainable coastal management in Sukajaya Lempasing Village.
Anisa Utami, Azzahra Risqi Andania, Aldiva Mukhsin, Muhammad Fauzi Mufti, Ani Agus Puspawati ##submission.copyrightStatement## https://administrativa.fisip.unila.ac.id/index.php/1/article/view/414 Mon, 29 Jun 2026 00:00:00 +0000 Evaluasi Kinerja Tata Kelola Sampah Rumah Tangga: Studi Kasus Dinas Lingkungan Hidup Kabupaten Ogan Komering Ulu Timur Sumatera Selatan https://administrativa.fisip.unila.ac.id/index.php/1/article/view/410
Household waste management has become an increasingly complex environmental issue due to population growth, urbanization, and changes in community consumption patterns. In East Ogan Komering Ulu Regency, the increasing volume of household waste has not been balanced by adequate management capacity, resulting in suboptimal waste services. This study aims to evaluate the performance of household waste management governance implemented by the Environmental Agency of East Ogan Komering Ulu Regency and to identify the supporting and inhibiting factors affecting its implementation. This research employed a qualitative approach with a descriptive-evaluative design. Data were collected through interviews, observations, and documentation, and analyzed using Mahmudi’s performance evaluation model, which consists of input, process, output, and outcome dimensions. The findings indicate that the performance of household waste management governance remains suboptimal. Limitations in infrastructure, transportation fleets, and human resources were identified as major constraints. Waste management processes have not been carried out effectively or evenly, as reflected in the low level of waste sorting and community participation. Although the amount of collected waste has increased, it has not been sufficient to keep pace with the growth of waste generation. In addition, public awareness and satisfaction with waste management services remain relatively low. The study concludes that waste management performance is influenced by both technical and social factors; therefore, integrated improvements in infrastructure, institutional capacity, and community participation are necessary to achieve sustainable waste management.
muhammad dimas marsepta, Dodi Faedlulloh, Dewie Brima Atika ##submission.copyrightStatement## https://administrativa.fisip.unila.ac.id/index.php/1/article/view/410 Mon, 29 Jun 2026 00:00:00 +0000
