Abstract

The Covid-19 pandemic has revolutionized many aspects of life, including the work system. The work system was suddenly implemented as one of the government's guidelines to prevent Covid-19, namely working at home or known as working from home (WFH). This is certainly a challenge for ASN in its implementation. This new work culture in ASN certainly has positive and negative impacts for both agencies and employees which in turn has an impact on productivity. The application of such a complex work pattern raises several problems, which of course affect the effectiveness of the work system. The motivation of ASN has also been eroded by this pandemic, with actions that are only limited to fulfilling procedures at work. Bureaucracy as a modern organization has five essential elements, one of which is the strategic apex or the peak is full responsibility in running the organization. Therefore, in this case, a leader who can cope with changes in performance is needed, namely a leader who holds the highest status and authority over all activities within the institution. This survey uses a qualitative descriptive survey style that uses interview, observation, and documented data collection techniques. The results of this survey indicate that the type/style of leadership that will be used is the type of sales leadership. This is a highly motivated stage for your subordinates, but not ready for them. Changing the bureaucratic framework during the Covid-19 pandemic. Therefore, leaders need to develop specific strategies to optimize the performance of the bureaucracy in such conditions.
