Peranan Sai Batin Kerajaan Adat Paksi Pak Sekala Bekhak dalam Perumusan Kebijakan Publik Berwawasan Budaya di Kabupaten Lampung Barat

Abstract

West Lampung Regency has a wealth of cultural value that comes from Paksi Pak Sekala Bekhak Tradisional Kingdom and still gorw today. But now, the values seem to be fading because of modernization. Reffering to the problem, the regional goverment of West Lampung Regency gives trust to the Paksi Pak Sekala Bekhak Tradisional Kingdom trough Sai Batin to help formulate a culture oriented public policy in West Lampung Regency.

The purpose of this study was to gain knowledge about the theory of policy formulation on the role of Sai Batin Paksi Pak Sekala Bekhak Traditional Kingdom in formulation a culture oriented public policy in West Lampung. The type of this research is a descriptive research with a qualitative approach. Data were collected through interviews, observation, and documentation. Data analysis was performed with data reduction, data presentation and conclusion or verification.

The process of policy formulation related to the role of Sai Batin Paksi Pak Sekala Bekhak Traditional Kingdom in formulation a culture oriented public policy  in West Lampung Regency is ideal and contains the value of the policy. The actors involved have been fulfilled, official actors and unofficial actors. The local goverment plays an active role in realizing a culture oriented public policy that has been formulated by the Sai Batin Paksi Pak Sekala Bekhak Traditional Kingdom .
