Evaluasi Program Pendaftaran Tanah Sistematis Lengkap (PTSL) (Studi pada Desa Adi Jaya Kecamatan Terbanggi Besar Kabupaten Lampung Tengah) Tahun 2019
Abstract
Currently, people's need for land is increasing, while the availability of land has not changed. This can cause complex problems, such as land disputes. This is because there are still many people who do not know the importance of land distribution for orderly land administration. The government's efforts to realize the registration of all land plots in Indonesia, namely in 2018 the Ministry of ATR / BPN issued a Complete Systematic Land Registration (PTSL) program which refers to the Regulation of the Minister of Agrarian affairs and Spatial Planning / Head of the National Land Agency of the Republic of Indonesia Number 6 of 2018. The purpose of this research is evaluate the results of the implementation of the PTSL program in Adi Jaya Village. The type of research used in this study is a descriptive type of research with a quality approach. Interviews and documentation are data collection techniques used in this study. The results of this study show that the PTSL program in Adi Jaya Village has been carried out well in accordance with six evaluation criteria, namely this program has been effective because the program objectives have been achieved, the services provided have been good, the implementation of the program has been efficient because the budget and program infrastructure have been used optimally. This program is good enough, the community's need for legal certainty has been met, but there are still obstacles when registering for the program, namely the community's ability to meet the requirements. Program information has been evenly conveyed to the community, the community's response to the program is very good because of the large amount of community land registered, the program is right on target, the recipients of certificates are in accordance with applicable criteria and conditions. The public is expected to better understand the program requirements in order to avoid obstacles when implementing the program.
